
David Brown started in the Video Division in 1999, where he was hired to implement the new Local Television Ownership Rule. Since then, he has specialized in review of assignments and transfers of broadcast television licenses and broadcast television license renewals, among other matters. He has served in several capacities while at the FCC, including Interim Legal Advisor to Commissioner Kevin Martin, Assistant Chief, Investigations and Hearings Division, Enforcement Bureau, Deputy Chief, Video Division, and since September 2025, Chief of the Video Division. In this capacity, he oversees all aspects of the licensing process for full power, low power, Class A, and television translator stations.
