Octavio Penna Pieranti is Commissioner at Anatel and a career civil servant at the Agency. He worked at the Secretariat of Social Communication of the Presidency of the Republic (SECOM), in the Ministries of Communications (MCOM) and Culture (MinC), and at Empresa Brasil de Comunicação (EBC). He holds doctorates in Law and Administration and is the author/editor of eleven books, mainly on public policies for communications and the regulation of the sector.
