Dr. Scott Sotebeer is the founder of USA Strategics, specializing in management systems design and strategic consulting. For the last three years, he has served as Co-Principal Investigator for the Critical Infrastructure Resilience Institute (CIRI) at the University of Illinois—conducting DHS/CISA-sponsored research on 5G Timing/PNT resiliency and survivability. This included collaborating with C-Suite-level working groups and experts from the PNT, broadcast, wireless, government, PNT advocacy, and engineering sectors.
Dr. Sotebeer has led engagements with DHS, NSA, the White House, and major universities, contributing to Next Generation 911 projects, public safety, cybersecurity initiatives, and advanced research through the University of Washington APL Center for Information Assurance and Cybersecurity, Texas A&M, and Portland State University. He is a committee member for InterPARES AI at the University of British Columbia and was a public safety SME panelist for the 25th Colloquium for Information Systems Security Education. Scott recently co-authored a chapter in the NSA-sponsored book Perspectives on Paradata, focusing on Emergency Services Communications Systems.
In the broadcast sector, Dr. Sotebeer served as a marketing communications consultant for the cable startup Heritage Communications and advised ESPN for the design and launch of the first-ever X-Games. He later formed the Irish Broadcast Partnership, collaborating with RTÉ to bring the Dublin St. Patrick’s Day Parade to U.S. cable audiences for the first time.
Holding a Ph.D. in Applied Management and Decision Science and an MBA, Scott has also just completed two Generative AI Mastermind Certificates and is finalizing over 200 hours of advanced AI training through India’s GrowthSchool Outskill program.
