Director of Institutional Relations in Media and Regulation at Grupo Globo. Member of the Superior Council of the Brazilian Association of Radio and Television Broadcasters (Abert) and Legal Vice President of the Brazilian Association of Pay Television (ABTA). Bechara is also an alternate member of the Board of Directors of the International Association of Broadcasting (AIR).
He holds a law degree from the Milton Campos Law School (FDMC) and an MBA in Business and Economic Law from Fundação Getulio Vargas (FGV), with a specialization in Digital Law. He is certified in Internet Law by Harvard Law School, Georgetown University, and the World Intellectual Property Organization (WIPO). He also holds a diploma in Politics and Strategy from the Brazilian War College.
Bechara served as Legal Advisor at the Ministry of Communications (2005-2010) and was Vice President of Anatel's Advisory Council (2007-2009). He held the position of General Counsel at Anatel (2010-2011) and served as a Board Member from 2011 to 2015, assuming the role of Acting President in 2015.
Bechara was a member of the Brazilian Internet Steering Committee (CGI.br) from 2006 to 2015 and held a position on the Administrative Council of NIC.br (2007-2011). He also served on the National Cinema Council (2018-2020) and was a board member of IAB Brazil (2021-2023).
